Allow client admins at individual locations to change default training requirements

For our group clients, there may be a specific location that has a legitimate reason to make changes to their default training requirements (e.g. forklift training is assigned/required, but the location has no forklift). Changes to default training assignments can currently only be made by people at the very top of the group's hierarchy, so an Admin at that location would have to remember to make individual changes every time a new employee is added. Giving this authority to location-specific Admins would allow for a much higher level of efficiency and accuracy for those who endeavor to achieve a high percentage of training completion.
